在中国经济增速放缓,经济进入新常态背景下,迫切需要针对转型升级压力、创新驱动瓶颈与治理路径依赖等突出问题,开辟相应的创新发展路径,加快向产业链高端迈进。从创新体系而言,要以转型升级的问题和需要为导向,以全要素生产打通产业链条、以大数据优化产业布局,促进创新驱动经济转型和消费升级。从转型对治理的有效倒逼而言,关键要破除行政命令束缚,更好地发挥市场主体的决定性作用,为鼓励和包容创新提供对各方主体的相容性平台。从治理对创新的支撑和保障而言,关键在将"有效的市场"与"有为的政府"相结合,避免政府不当干预,导致产业技术趋同和低层次重复建设。通过创新、转型、治理三者间的相互适应,进一步打造发展的创新引擎,构造与创新型经济相适应的治理体系,最终以善治支撑和保障经济新常态下的创新发展。
