摘要
近几十年来,PPP之所以在国内外引起广泛关注,就在于它对公共服务中制度供给的伟大创新。PPP缘起于西方国家创新公共服务的实践,学者源于实践创新了支撑PPP的理论,理论与实践相结合的机制又创新出不同的PPP模式。这种逻辑关系有力地证明了"实践——认识——再实践——再认识"的马克思主义哲学的认识论。基于此,中国本土化的PPP创新,既体现了顶层的制度设计,又体现了底层的因地制宜,形成了符合中国国情的发展模式。
The reason for Public-Private-Partnership Systems＇ （hereinafter referred to as ＂PPP＂ ） arousing wide concern in the latest several decades is the great innovation which makes on institutional supply of public service. PPP derives from western countries＇ creative practice of public service supply, and new theories are created based on such practice. The mechanism of combining theories with practice creates new patterns of PPP. Such logical relationship strongly proves the epistemology of Marxist Philosophy as ＂Practice, Cognition, Practice Again, Recognition.＂ Hence, Chinese localized innovation on PPP reflects both top-level design and adjustment to bottom-level conditions, being in correspondence with the situation of China.
