产业结构升级再审视与中国产业升级的突破路径——基于剩余价值视角

Rethinking Industrial Structure Upgrading and the Breakthrough of China's Industrial Structure Upgrading——Based on the Perspective of Surplus Value

基于制造业的行业特殊性及其对经济增长的重要作用这一典型事实,去工业化引起了结构主义者和持"卡尔多传统"学者的极大关注。基于是否生产剩余价值视角,力图拓展马克思主义政治经济学的去工业化理论,并全面考虑产业结构升级的经济含义和政策意义。从概念上,重点区分和分析去工业化的两种模式。此外,考虑到产业结构升级,去工业化的类型又可以分为:在生产剩余价值生产活动和非生产剩余价值生产活动之间的变动,与剩余价值生产活动的构成变动。基于此,审视中国产业升级的道路选择,将对加快推进实施《中国制造2025》和实现中国中长期经济增长提供理论支持。

Based on the specificity of manufacturing industry and the vital role of the industry in economic growth, deindustrialization has caught great concern of structuralists and scholars who advocate ＂Kaldorian tradition＂. Based on the perspective of whether surplus value should be pro- duced, this paper tries to develop the deindustrialization theory of Marxist political economy, and fully thinks about the economic meaning and the policy implications of industrial structure upgra- ding. The authors conceptually distinguish the two forms of deindustrialization. In addition, by taking industrial structure upgrading into consideration, the type of deindustrialization can be clas- sified into： the changes of production activities between producing surplus value and no surplus value, and the composition changes of the production activities in producing surplus value. Based on the analysis, the paper looks into the path selection of China＇s industrial upgrading, aiming to provide theoretical support for promoting the implementation of ＂Made in China 2025＂ plan and a- chieving medium and long- term economic growth in China.
