区域经济新常态的空间特征与政策取向

The Spatial Characteristics and the Policy Reconstruction of the Regional Economic New Normal

经济新常态标志着宏观经济迈向更高级发展阶段,分析经济转型的方向和动力,发现经济基本面开始发生实质性变化。区域经济伴随宏观经济的深度调整也进入到新的发展阶段,呈现出经济增速空间分化、空间结构协调发展、增长动力突出创新驱动等重大变化,区域政策作为优化区域经济布局的重要手段,需要顺应区域经济新常态积极进行重构。首先阐释区域经济新常态的理论逻辑,进而分析区域经济新常态的发展趋势,最后从提高区域政策精准性和有效性、推动空间均衡协调发展、促进区域创新和技术进步等方面提出区域政策重构的取向,以期打造区域经济升级版,重塑区域经济发展格局,实现区域经济更可持续发展。

The economic new normal indicates that macro economy is stepping into a more ad- vanced development stage. By analyzing the direction and the motivation of economic transforma- tion, the authors find out that the basic aspects of the economy are taking fundamental changes. Along with the in - depth adjustment of macro economy, regional economy also enters into a new stage and present some major changes, such as space differentiation of economic growth rate, the coordinated development of regional spatial structure, development power relies more on innova- tion. As the significant way to optimize the layout of regional economy, regional policy needs to be reconstructed to adapt to the requirement of the regional economic new normal. This paper reviews the theoretical logics of the regional economic new normal, and analyzes the development trend of the economic new normal. The orientations of regional policy reconstruction are proposed from the perspectives of improving the accuracy and the effectiveness of regional policy, promoting the coor- dinated development of space, and stimulating regional innovation and technological progress. The purpose is to further upgrade regional economy, rebuild the pattern of regional economic develop- ment, and further achieve the sustainable development of regional economy.
