政府决策的注意力机制:理论框架与制度设计

The Attention Mechanism of Government Decision-making:Theoretical Framework and Institutional Design

在信息处理的非完全条件下,分析了政府决策的注意力机制及其影响因素,并提出了改善政府决策注意力机制的建议。结果表明,政府决策是政府配置组织注意力资源的过程,且包含政府决策领域的扫描机制、政府决策主题的聚焦机制、政府决策议题的情景机制与政府决策资源的配置机制。为提高政府决策的有效性,必须围绕政府决策过程,分别在决策注意力机制的四个维度上优化制度设计,重构注意力机制要素之间的良性关系,方可增强政府有效配置决策注意力资源的能力。

Under the condition of incomplete information processing, the paper analyzes the attention mechanism of the government decision - making and the influencing factors. Suggestions on how to improve the mechanism are proposed. The results show that government decision - mak- ing is the process for government to allocate organizational attention, including the scanning mech- anism of government decision - making scopes, the focusing mechanism of decision - making themes, the scenario mechanism of decision - making issues, and the allocation mechanism of de- cision - making resources. In order to improve the effectiveness of government decision - making, institution design should be optimized from the above mentioned four dimensions during the whole process of government decision - making. The benign relationships among the factors of attention mechanism should be reconstructed to strengthen the ability of the government in allocating the re- sources effectively during the decision -making process.
