乡村旅游驱动新型城镇化的模式与路径

The Mode and Path of New Urbanization Driven by Rural Tourism

乡村旅游发展在改变农村传统产业结构的同时,也在驱动着新型城镇化的发展。本文通过对乡村旅游驱动新型城镇化的案例研究,总结提炼出四种典型模式,提出建立土地确权颁证制度,强化村民土地权利的主体地位;推进土地流转的管理办法,保证村民土地收益权;成立农村经济合作社,保障村民土地股份的分红收入;探索引进企业,合作实现土地产权的资本化,是推动旅游驱动新型城镇化最为关键的四个要素。

Rural tourism in parallel with the change of traditional industrial structure in rural areas, also drives the development of new type of urbanization.Based on the case studies, this paper summarizes four types of mode, proposes a series of suggestions to promote new type of urbanization including establishing land right system, strengthening villagers land right, advancing land circulation management, guaranteeing villagers land returns right, establishing rural economic cooperatives, guaranteeing villagers land shares and dividends income introducing enterprises and achieving capitalization of land property
