非均衡改革中的多重民生发展失衡问题研究

Research on Imbalance Development of Multiple People's Livelihood in the Unbalanced Reform

我国市场经济体制改革带有非均衡改革特性。在非均衡改革中,我国民生发展主要存在三大失衡问题表现,即劳动报酬与资本关系失衡、社会阶层利益关系失衡、区域发展失衡。这些民生失衡的问题主要受两大制度根源影响,即非均衡改革中的市场运行机制缺陷、差别化政策歧视性质。为了加快民生可持续发展,一方面要优化分配制度,完善公平体系;另一方面要依靠市场制度,优化配置资源。

The reform of the market economy system in our country is characterized by the obvious unbalanced reform. In the unbalanced reform, there are three main problems in the development of people＇s livelihood in China： the imbalance between labor compensation and capital, the imbalance of interests in social stratum, and the imbalance of regional development. These problems are mainly affected by the three systems： the defects of the market operation mechanism, the nature of discrimination, and the reform of the political system lagging behind the reform of the economic system. In order to speed up the sustainable development of people＇s livelihood, on the one hand, it should optifuize the distribution system and establish a fair system; on the other hand, it should rely on the market system, optimize the allocation of resources.
