The Synergistic Legal Mechanism of National Economic and Social Development Planning in the Yangtze River Economic Belt

长江经济带省市因长江而紧密地联结在一起,因国家战略而具有共同任务,因具有地方事权、可裁量性和法律上的"协商条款"而具有法律基础,对国民经济和社会发展规划的编制和实施必须协同。长江经济带省市国民经济和社会发展规划编制和实施的协同,需要建立和完善下列行为法机制:征求和听取意见、联席会议、列席人代会、法律合同、协同基金以及第三方评估;需要建立和完善组织法机制,改革现有的长江水利和航运机构,组建统一的领导机关即长江经济带发展合作委员会,可作为国务院的直属机构或中央政府的大区级派出机关。

Due to the Yangtze River Economic Belt provinces are tightly linked together,have a common task for national strategy,and have the same legal basis with local powers,discretion and legal'consultation clause',the preparation and implementation of the national economic and social development planning must be coordinated.It is needed to establish and perfect the law mechanism for the following acts:soliciting and listening to different opinions,the joint meeting,attending the National People’s Congress,legal contracts,cooperative fund and third party assessment.Therefore,we need to establish and perfect the mechanism of organizational law,reform the existing Yangtze River water conservancy and shipping agency,and form a unified leadership,Yangtze River Economic Belt Development Cooperation Committee,as the institution directly under the central government or regional agency.
