完善农村扶贫公共服务体系,创新性建构农村扶贫公共服务体系,对推进中国扶贫工作实现全面建成小康社会的奋斗目标具有重要作用。建设服务型政府、推动多元治理模式、加强农村社区建设、明确村委角色和完善农村基层互动治理系统是创新性建构农村扶贫公共服务体系的重要内容。加大决策管理体制开放性,积极培育和帮助农村社区等新兴平台和组织的成长,完善管理体制、人才队伍、资金项目的分配监管和多元主体间互动衔接是创新性建构农村扶贫公共服务体系的具体举措。

It is of great importance to promote the public service system of rural poverty alleviation for China＇ s goal of developing the moderately prosperous society. The public service system requires constructing a service-oriented government, practicing multiple governance modes, strengthening rural community construction, clarifying the function of the village commit- tee, and improving the interaction system in the primary-level governance system. The specific practices include increasing the openness of the decision-making governance system, cultivating and helping the new platforms and organizations such as the rural communities, improving the governance system, working team, financial distribution supervision system, and the engagement of the interactions of multiple parties.
