高校基本建设前期工作的重要环节及对策研究

文章对高校基本建设的前期工作进行了总结,并对其过程进行分析。其主线就是:立项批文—规划审批—招标投标—施工许可—质检申报。因政策更新等原因,看似简单的前期工作变得漫长且艰难。建设单位可以通过"熟悉政策、了解程序、抓住主线、多项并进、掌握关系、尽量超前、灵活细心、解决问题"的思路进行前期工作,以尽量减少不必要的反复。
