目前,西部少数民族地区资源型产业的发展方式仍较为粗放,资源的综合利用效率低,未充分挖掘资源的附加值,同时,对当地的生态平衡也造成了较大破坏。在法律激励与约束的视野下,完善促进西部少数民族地区资源型产业转型的制度激励与约束机制,有助于克服"粗放型"的资源开采和利用模式,优化资源型产业的结构,推动资源型产业转型的实现。
