环境敏感区域的高速公路选线对策研究

Study on Countermeasures of Route Scheme Selection of Expressway in Environmental Sensitive Area

拟在自然环境敏感区域或社会环境敏感区域影响范围内建设的高速公路,应通过充分的路线方案比选,结合制约因素实际情况,确定符合环境发展要求、符合社会经济发展要求、符合道路路网总体规划的路线方案。对于规划在临近环境敏感区域的高速公路,必须基于少占或不占环境敏感区、尽可能绕避保护区,尽可能符合地方规划、近民而不扰民的原则,加强生态选线,从而为在施工和运营过程中做好高速公路与自然环境的融和、做好高速公路与社会环境的协调统一打好基础。

The expressway in the natural environment sensitive areas or social environment sensitive areas should be through full route scheme selection,combined with the actual situation of restricting factors,to determine road network planning in line with environmental requirements of the development,social and economic development,and the overall planning scheme. For expressway near the environmental sensitive area,it must be based on the principles of taking less possession or no possession of the environmental sensitive area,avoiding reserve as much as possible,consistent with the local planning,being near to residents without disturbing them,and strengthening ecological route scheme selection to promote integration of the expressway and the natural environment,and to coordinate expressway and the social environment in construction and operation.
