摘要
以青岛市为研究对象,在全要素生产框架下,引入环境污染综合指数反映区域的综合污染水平,构建城市生态文明建设效率评价指标体系,应用非期望产出SBM模型对青岛市2000—2015年生态文明建设效率进行测度。结果表明:近年来青岛市生态文明建设效率良好,成效显著。在SBM模型基础上利用Super-SBM模型对其有效决策单元进行测算。由综合效率的分解可知,青岛市生态文明建设发展过程中综合效率无效的原因主要是规模效率低下。在进行投入—产出变量松弛率及规模报酬分析的基础上,得出青岛市产业结构不合理、投入结构不科学是影响青岛市生态文明建设效率的关键症结。
In order to better mirror the developmental trend of the urban ecological civilization construction, this paper intended to evaluate scientifically and legitimately the urban ecological civilization. Under the framework of total factor productivity, took Qingdao as the research object and buildt the environmental pollution index and evaluation index system of ecological civilization construction. First of all, based on the undesired output SBM model, this paper measured the efficiency of ecological civilization construction of Qingdao for the period 2000 - 2015. Looking at the overall, the ecological civilization construction of Qingdao was effective and achieved remarkable results. Further, super- SBM model considering undesirable out- put was capable of estimating the relative efficiency of the DMUs and discriminating DMUs in the full efficient status. Then, with the help of SBM mod- el,the authors used super- SBM model to analyze the effective DMUs. The results demonstrated the ecological civilization construction efficiency of Qingdao was improving during the period. Through the decomposition of comprehensive efficiency, the results showed that low scale efficiency was the main reason for the inefficiency of comprehensive efficiency. Finally, on the basis of the analysis of the input - output slack movement and scale efficiency, the research indicated that, the irrational industrial structure and the unmatched scale were the major affecting factors restricting the efficiency of Qingdao ecological civilization construction. Based on the empirical evaluation, this paper attempted to identify the problems, analyzed the reasons, and came up with effective suggestions and solutions to promote the development of the efficiency of ecological civilization construction of Qingdao.
