网络反腐制度构建中的预防伦理原则及其实现

网络反腐制度构建核心必须坚持"标本兼治、注重预防"的伦理原则,缓解个人价值实现与领导干部培养机制之间的矛盾与冲突,体现党和政府对领导干部实现个人价值的伦理关怀。预防伦理原则的实现要发挥网络在营造廉政文化氛围上的巨大优势,政府、网络运营商和网民等多方主体应完善网络反腐的信息收集、案件处理、查处制度,坚持发展和完善电子政务,加强网络廉政伦理文化建设的宣传力度,让公职人员在行使公权力的过程中"不敢腐"、"不能腐"、"不想腐"。

Advantages of the net in cultivating a clean governance atmosphere for the realization of preven- tative ethic principles must be made use of, and the government, internet service providers, internet users must join forces in the construction of the system for the collection of corruption clues on the net and the handling of related cases. Means of han- dling government affairs through electronic technology must be improved and perfected. With an enlarged scale of propaganda for internet clean governance culture, an atmosphere of ＂not daring to corrupt＂, ＂impossible to corrupt,＂ ＂not wanting to corrupt＂ can be formed.
