Analysis on the Status Quo of Health Human Resources of the Traditional Chinese Medicine in A Core Functional Area of Beijing

摘要 目的:分析北京某核心功能区各类型医院中医卫生人力资源现状,为政府制定该区中医人力资源发展规划及相关卫生改革政策提供依据。方法:数据主要来源于《北京市卫生统计年报》(2010—2014年)、某核心功能区统《计年鉴》(2010—2014年),采用描述性分析的方法,分析中医人力资源的现状及发展规律,主要统计指标包括构成比、年均增长率等。结果:从2010—2014年,中医类别执业(助理)医师人数由2010年的1,023人增加至2014年的1,271人,年均增长5.58%,中医人力资源总体呈增长趋势,不同医院间比较,区属医院增速最慢,社会资本办医院增速最快;区属中医医院中医类别执业(助理)医师占执业(助理)医师总数的比例出现先增长后降低趋势,2014年中医类别执业(助理)医师占比较2010年降低了4.26个百分点;社区卫生服务机构中药师(士)占药师(士)的比从2010年的42.95%降低至2014年的36.67%。结论:该区中医人力资源总体呈现稳定发展状态,但是不同类型医院发展不同步,特别是中医医院的发展慢于驻区医院与社会资本办医院,特别应该警惕区属中医医院以及社区卫生服务机构中医队伍的相对萎缩的现象。 Objective: To analyze the situation of various types of hospital health human resources of Chi- nese medicine in a core functional area of Beijing, and to provide the basis for the government to formulate the development plan of human resources of Chinese medicine in this area and the related health reform policy. Methods: Data mainly from the "Beijing health statistics annual report" (2010-2014), and "A (:ore functional area Statistical Yearbook" (2010-2014). Using the method of descriptive analysis to analyze the current situation and development of human resources in traditional Chinese medicine, the main statistical indicators include the constituent ratio, the average annual growth rate and so on. Results: From 2010 to 2014, the number of tradi- tional Chinese medical practitioners physicians and assistant practitioners physicians increased from 1,023 to 1,271, and an average annual growth rate of 5.58%. The human resource of TCM was the overall growth trend, comparison between different hospitals, district hospitals was the slowest, and the fastest growth rate of hospital was social capital hospitals. District hospitals of traditional Chinese medicine category practitioner physicians and assistant practitioners physicians accounted for the proportion of the total trend reduced after the first growth. In 2014, traditional Chinese medicine category practitioner physicians and assistant practitioner physicians accounted for 4.26 percentage points lower than in 2010. In community health service institutions, pharmacists of tradition- al Chinese medicine accounted for all pharmacists from 42.95% in 2010 down to 36.67% in 2014. Conclusion: The traditional Chinese medicine human resources in this area are in a steady state of development, but the de- velopment of different types of hospitals is not synchronized. In particular, the development of traditional Chinese medicine hospital is slower than the district hospital and the social capital hospital. Especially it should be waryof the relative decline of traditional Chinese medicine team of district hospital of traditional Chinese medicine and community heahh service institutions.
