高效生态农业转型升级的战略思考与技术对策研究

Strategy Consideration and Technical Countermeasures Research for the Transformation of High Efficient Ecological Agriculture

发展中国特色的高效生态农业是现代农业的主攻方向之一。文章概述了高效生态农业主要概念与理论内涵,并提出了高效生态农业发展战略与实现路径:一是制定高效生态农业建设的基本要求;二是优化布局高效生态农业集成示范点;三是完善高效生态农业转型升级的法规;四是建立支持高效生态农业的政策体系。如何促进高效农业生态发展,文章提出了相应的技术对策:一要深入开展高效农业生态转型升级的教育与培训;二要研究并有效吸收发达国家的生态农业转型经验;三要加强现代高效生态农业的先进实用技术研究;四要建设现代高效生态农业优质产品的市场体系;五要建立并创新发展高效生态农业统筹协调机制,以期为农业转型发展与增效提质提供参考与借鉴。

The development of efficient ecological agriculture with Chinese characteristics is one of the main directions of modem agriculture. This paper briefly introduces the main concepts and theory connotation of efficient ecological agriculture, and puts forward development strategies and implementation paths： （1） It＇s the basic requirement to develop efficient ecological agriculture; （2） It＇s the integrated demonstration site to make optimal distribution of efficient ecological agriculture; （3） It＇s the laws and regulations to transform and upgrade the efficient ecological agriculture; （4） It＇s the policy system that set up for supporting efficient ecological agriculture. Some technical countermeasures have been put forward to promote the development of efficient ecological agriculture： （1） To develop educational and training activities for the transformation and upgrading of efficient ecological agriculture; （2） To study and absorb the experiences of developed countries in the aspect of ecological agriculture; （3） To strengthen advanced practical technology research for the modem high efficient ecological agriculture; （4） To construct the market system of modem high quality ecological products; （5） To establish overall coordination mechanism for innovating the efficient ecological agriculture in order to provide references for the development and the transformation of efficiency and quality agriculture.
