21世纪是以公民参与和公民治理作为主要目标的一个时期,黑龙江省公众参与预算与研究存在着诸多状况,文章对黑龙江省预算监督中公众参与问题进行研究,通过选择合适的政府预算的立法、扩大参与面并开拓新渠道、完善公众参与政府预算的支撑和明确公众参与预算的目标导向,以期达到参与式预算发展,并为我国公共预算改革提供备选与借鉴。
