摘要 随着我国用电增长速度的放缓和火电等新增电力装机的快速增加,核电等新能源消纳问题逐步成为社会关注的焦点。电能的发出和使用必须是同步的,为了维持有功功率的平衡,保持系统频率稳定,就需要发电厂改变发电机的出力以适应用电负荷的变化,因此一部分电厂需要承担调峰任务。我国已投产的核电机组均是按照基荷运行设计的,如果核电参与电网调峰将导致核电机组反应堆堆芯轴向功率偏移、掉入碘坑,并带来放射性废液排放增加、影响核燃料燃耗深度、对大型核电设备运行安全带来较大冲击等问题。为了应对核电可能面临的调峰问题,核电企业应呼吁全社会认识到保持核电基荷运行的重要性和弃核的巨大危害性;开展区域群堆管理,有计划开展停堆换料维修适度参与调峰;自建或参股建设抽水蓄能电站等调峰电源;适度购买电力辅助服务;对东北、海南等特殊地区制定特殊的规则。在国家产业规划牵引下,核电企业通过有序规划,控制好核电开发节奏,并利用"一带一路"国家战略,积极开发国际市场,推动我国核电产业乃至整个核工业实现新的辉煌。 With the development of electricity consumption and the rapid increase of new power installed capacity, the issue of new energy power dissolved such as nuclear power has gradually become the focus of social concern. Generation and use of power must be synchronized, in order to maintain the balance of active power, keep the system frequency stability, power plant should change the output of the generator to adapt to the change of electricity load, therefore, part of the power plants need to undertake the task load. If nuclear power involves in power grid peak shaving, it would lead to radioactive liquid waste emissions increase, affect the fuel burning depth, and have serious impact on large nuclear power equipment operation security. To cope with the peak shaving problem, nuclear power enterprises called on the whole society to realize its importance of keeping base load operation, put on regional heap management, moderately carry out peak shaving during the nuclear power shutdown for refueling and maintenance; build or take a stake in the construction of pumped storage power station, explore power station load compensation trade mechanism. In some areas, such as northeast China and Hainan, special rules should be taken. Under national industrial planning, also through the orderly planning and with the "Belt and Road" national strategy, the nuclear power enterprises should develop the international market and promote the nuclear power industry, and even China's entire industry to achieve new glories.
