摘要 [目的/意义]"小同行"评议专家的遴选直接关系到同行评议结果的质量与公平,采取合适的方法选择"小同行"评议专家对提高科学评价质量具有重要意义。[方法/过程]将"小同行"专家的认定问题转变为小科学共同体的辨别问题,利用领域本体、社会网络分析和共词分析等科学计量学方法,构建概念知识网络。[结果/结论]结果表明,利用概念知识网络可以直观地找到具有相同科学语境和科学概念体系的小科学共同体,即"小同行",为同行评议专家遴选提供科学依据。 [ Purpose/Significance ] The selection of peer review experts are directly related to the quality and impartiality of the result of peer review. So it is of great significance to select the peer review experts to improve the quality of scientific evaluation. [ Method/ Process] The problem of identifying the " small peer" experts is changed into the problem of identifying small scientific communities. A conceptual knowledge network is constructed by using the methods of domain ontology, social network analysis and co-word analysis. [ Result/Conclusion] Conclusions show that we can easily find a small scientific community with the same scientific context and scientific concept system by the conceptual knowledge network. This paper provides scientific basis for peer review experts' selection.
