摘要
[目的/意义]了解和规划人力资源布局,是发挥人才在战略性新兴产业中的引擎作用的前提。研究云计算技术领域的人才分布,为我国云计算产业的人力资源管理和发展提供参考。[方法/过程]以技术发明人申请的专利数据为基础,构建云计算技术领域人才分布研究的框架,对全球云计算技术领域的人才区域分布、机构分布、创新效率、重要发明人及其专利申请趋势和技术领域进行研究。[结果/结论]研究发现,我国虽然在云计算技术领域的人力资本数量仅次于美国,但在云计算技术领域的人才储备质量方面存在较大差距,表现为缺乏强有力的技术竞争实体,发明人创新效率低和技术应用领域狭窄等,并针对这些问题提出建议。
[ Purpose/Significance] The comprehension and planning of human resource layout is the prerequisite for talents to play their roles as the engine for the development of strategic emerging industries. The talent distribution in cloud computing field is studied, aiming at providing references for the human resource management and development in Chinese cloud computing industry. [ Method/Process] The research framework of talent distribution in cloud computing field is established on the basis of the patent data of technological inventors. The analysis contents include regional, institutional distribution and innovation efficiency of the talents, key inventors and their patent ap- plication trends and technical fields. [ Result/Condusion ] The research results show that there exist large deficiencies in the quality of Chi- nese talent reserves even though China only ranks next to the US in the number of inventors in cloud computing field. The deficiencies in- clude lacking competitive technological entities, low innovation efficiency of technological inventors and narrow technology application fields. Suggestions to improve the situation are given at last.
