新媒体时代西方国家政治参与的新变化及其民主调适

New Changes of Political Participation in Western Countries and the Democratic Accommodations in the Age of New Media

互联网新媒体给西方政治参与带来诸多变化,深刻改变其政治结构和政治运营,网络政治参与和网络政治选举等应运而生,公民运动也在互联网社交新媒体的触发下呈现出诸多不同特点。西方政府和政党重视互联网的政治传播价值,重视互联网的政治作用与功能的发挥,针对性地利用新媒体来竞选、施政,并把信息媒介技术运用到政党选举、政府执政及社会治理。西方国家在互联网新媒体时代进行的政治调适,对于激活民众参与、修补西方民主赤字起到了积极作用,但其也具有局限性,由于垄断资本对民主政治的渗透和控制日益加剧,西方的民主政治危机和民主病并没有因为新媒体的利用而根本改变。

The online new media has brought many changes to political participation in Western countries, especially their political structure and operation. The network of political participation and political election arise, and civil movements present many different characteristics with it. Western governments and parties have paid attention to the value of online political communication, and the political role and function of internet. They use the new media to elect and administrate,apply information technology in campaign, administration and social governance. Western countries＇ political regulation has played an important role in activating public participation and repairing democratic deficit, but it also has limitations.Due to the monopolistic capital＇s increasing penetration and control of democratic politics, new media has brought no fundamental change to western democracies.
