公铁联运形势下铁路零散货物安全管理对策研究

Study on Countermeasures of Railway Bulk Cargo Safety Management under Road-rail Inter-model Transportation

公铁联运是现代化物流发展的必然趋势,通过对公铁联运方式中零散货物运输现状进行分析,发现存在安检制度难以落实到位、货物重量检测数据不够准确、装车作业流程不规范、夹带违禁品卡控不严格和作业人员培训不到位等问题,提出强化安检制度的有效落实、优化测重设备的配置与管理、规范装车作业流程、完善查处夹带违禁品卡控措施、加强零散货物运输安全宣传及培训等措施,为在现代物流形势下保障公铁联运零散货物安全管理提供参考。

Road-rail inter-model transportation is an inexorable trend of modern logistics development. Through analyzing the status of bulk cargo transportation with road-rail inter-model transportation mode, the existing problems in the mode are found, including the incomplete safety inspection system, inaccurate goods weight measuring data, non-standard loading operation process, relaxed card control for entraining contraband and inadequate operation staff training, therefore, this paper puts forward relative measures, such as strengthening effective implementation for safety inspection system, optimizing configuration and management of weight measuring equipment, standardizing loading operation process, improving card control measures of prosecuting contraband entraining and enhancing propaganda and training of bulk cargo transportation safety, so as to provide references for ensuring bulk cargo safety management of road-rail inter-model transportation under modern logistics.
