摘要
建立多规合一的空间规划体系,是国家推进深化体制改革的重要举措。作为第17个国家级新区,长春新区深入思考"多规合一"理念,破解了在现实管理中,战略愿景和建设实施意图分离的现实问题。本文结合长春新区总体规划的编制实践,首先剖析了在国家战略背景下长春新区的使命和责任,明确目标和任务;进而建立落实体系,将战略任务、区域职能、产业规划、政策设计、招商体系等和各类空间规划相协调,落实在与行政管理体系对应的空间单元内,最终实现国家战略职能等综合意图在"多规合一"体系构建上的探索。
The establishment of multi-planning coordination spatial planning system is an important measure to deepen the system reform. As the iTth national new district, Changchun New District has a thorough consideration of the concept of ＂multi-planning coordination＂, which has solved the realistic problem of separating the strategic vision and the constructing implementation intention.Combining with the practice of the overall planning of Changchun New District, this paper analyzes the mission and responsibility of Changchun New District in the context of national strategy, and then establishes the implementation system and puts forward strategic tasks, regional functions, industrial planning, policy design, investment system and all kinds of spatial planning coordination in the space unit corresponding to the administrative system, finally achieves the exploration of national strategic functions and other comprehensive intention in the ＂multi-planning coordination＂ system.
