发展民办教育的观念性障碍亟待再突破——基于对湖南民办教育发展情况的分析 被引量:1

The Conceptual Barrier of Developing Private Education Needs to be Broken Urgently Once Again——Based on the Analysis of Hunan Private Education Situation

摘要 湖南民办教育为湖南经济社会的发展作出了巨大贡献。面向将来,各级政府对发展民办教育的价值缺乏深入的认识是制约湖南民办教育又好又快发展的主要障碍。湖南民办教育发展环境持续改善寄希望于:各级政府以落实《规划纲要》为契机,提高对民办教育价值的认识;中央政府统一思想,充分认识民办学校定性为"民办事业单位"的重大意义,尽快修改相关法律法规支持民办教育发展;湖南省要持续发扬敢为人先的精神,强力推进"民办事业单位"的落实。 Hunan private education has made tremendous contribution to Hunan’s economic and social development. But governments at all levels lack thorough understanding of the value of private education development,which is the main barrier that prevents Hunan private education from developing better and faster.In order to improve the environment of Hunan private education’s sustainable development,hopes are laid on the following aspects:first of all, governments at all levels should improve understanding of the value of private education by taking the opportunity of implementing"Planning Outline";secondly,the central government gets a unified thought about the significance of defining private schools as"Private Institutions",promotes the modification of relevant laws and rules in order to support the development of private education;what’s more,Hunan province should develop continuously the spirit of"always to be the first",and propose strongly the implement of"private institutions".
