农村土地股份合作社的融资路径研究

Research on the Financing Path of Rural Land Stock Cooperatives

随着现代农业的发展,农村土地股份合作社开始发展起来,但土地股份合作社的融资瓶颈严重阻碍了其发展。通过对农村土地股份合作社的运营模式进行梳理,明确土地股份合作社运营模式包括社区型、集体租赁型和联合经营型3种,在此基础上探究了土地股份合作社发展的融资路径,包括社区融资、政府担保融资和合作社抵押土地经营权贷款3种。结果表明,土地经营权贷款融资路径更适合土地股份合作社的发展,但也需要完善的法律、政府服务、银行监督来共同促进农村土地股份合作社的融资。

With the evolution of modern agriculture, rural land stock cooperatives began to develop. However, the financing bottleneck of land stock cooperatives seriously hindered the progress. By analyzing the operation mode of rural land stock co-operatives, it was clear that there were three types of operation mode, including community operation, collective lease opera-tion, and associated operation. On this basis, the financing path for the development of land stock cooperatives, including the community financing, government guarantee financing, and loan financing on land management mortgage of cooperatives, was explored. The results showed that, the loan financing path on land management mortgage was more suitable for the de-velopment of land stock cooperatives, but the legal perfection, government service and bank supervision were also required to jointly promote the financing of rural land stock cooperatives.
