集体经营性建设用地入市流转增值收益分配的研究 被引量:6

摘要 集体经营性建设用地流转试点工作的顺利开展在很大程度上受到增值收益分配状况的影响,合理的增值收益分配对建立完善的集体经营成建设用地市场意义重大。研究首先从集体经营性建设用地市场及增值收益分配现状出发,明确了参与增值收益分配的市场主体为政府、集体经济组织和农民。然后通过对集体经营性建设用地流转增值收益的构成进行分析,确定了不同类型增值收益的归属。研究结果显示:集体经营性建设用地流转的增值收益中,绝对地租应属于集体经济组织和农民;由自然地理位置决定的级差地租I应由集体经济组织和农民共同分享;由经济地理位置决定的级差地租I在农民、集体经济组织和各级政府间分配;级差地租II应归属于各级政府。 The pilot work of collective construction land transfer is affected by incremental benefits distribution in a large extent, reasonable incremental benefits distribution is meaningful to the perfect collective construction land market establishment. This study analyzed the collective construction land market and incremental benefits distribution conditions, clarified that the main market players of incremental benefits distribution were government, collective economic organizations and peasants. Through the analysis of incremental benefits composition, the affiliation of different incremental benefits was determined. The results showed that, in incremental benefits distribution, the absolute rent belonged to collective economic organizations and peasants; differential rent I determined by natural geographical position should be shared by collective economic organizations and peasants; differential rent I determined by economic geographical location should be shared by peasants, collective economic organizations and governments at all levels; differential rent II belonged to government.
