摘要
大用户直购电规模日趋扩大给电网调度安全运行带来新的挑战,开展大规模大用户直购电模式下的电网安全校核是保证电网安全稳定运行的必要手段。以发电计划单元交易电量合同及计划电量的总量为基础,构建机组调峰能力校核、机组减排约束校核和电网阻塞校核等3个安全校核指标形成安全校核体系,并通过年度安全校核和月度安全校核来实现安全校核。连续2年的调度生产运行实践表明,该安全校核体系和方法确保了电网的安全稳定运行,促进了大用户直购电规模的扩大。
Power system security anti stability have been challenged by development of massive large user direct purehaser of ecectricity. Power network seeurity con'eetion is useful to ensure power system seeurity and stahility. Basic on total quantity of electrical trade power and eleetrical plan power, security correction index system has been established. It cludes peak load eapability security correction, energy-saving and emission-reduction security correction, power network congestion security correction. It can be actualized through yearly security correction and monthly security correction. The effection of security correction index system and method has been testified by two years power system opration. It is helpful to promote the scale promotion of large user direct purchaser of ecectricity.
