基于农户满意度的城镇近郊区空心村综合整治绩效评价——以成都市17个典型村庄419户农户问卷调查为例

PERFORMANCE EVALUATION ON VACANT VILLAGE RENOVATION IN SUBURBS ACCORDING TO FARMERS' SATISFACTION——BASED ON QUESTIONNAIRE SURVEY FOR 419 FARMERS FROM 17 TYPICAL VILLAGES IN CHENGDU

[目的]通过选取自然情况整治满意度、社会情况整治满意度和经济情况整治满意度3个方面12个满意度指标,对城镇近郊区空心村综合整治进行绩效评价,对其整治满意度进行现状调查、成因分析以及规律研究。[方法]文章基于成都市17个典型村庄419户农户问卷调查,采用CSI评价法,从农户特征差异进行分析。[结果]城镇近郊区空心村综合整治总体绩效评价值为4.03,处于"优秀"水平等级;满意度指标绩效评价显示,目前城镇近郊区空心村综合整治中,农田设施建设和村庄产业发展情况满意度程度最高,道路质量和生态环境满意度程度最低,在整治过程中,未有效处理好发展与生态和谐问题;农户特征差异对城镇近郊区空心村综合整治绩效评价有一定影响。由于性别、年龄、文化程度、职业和家庭年收入不同,农户对城镇近郊区空心村综合整治绩效评价存在主观认识差异,且具有一定的规律。[结论]通过城镇近郊区空心村综合整治,村庄空心化程度明显降低,土地利用节约集约化程度显著提高,地区经济结构从第一产业为主转变为一、二、三产业均衡发展,村庄综合整治效果良好。

Based on questionnaire survey for 419 farmers from 17 typical villages in Chengdu,this paper selected12 indices from three aspects including satisfaction degree on improvement of natural conditions,social conditions and economic conditions to evaluate the overall renovation of vacant village in suburbs,and analysed the current status and cause of satisfaction degree.The CSI evaluation method was adopted to analyse the perspective of characteristic differences of farmers.The results showed that the overall performance evaluation value of vacant village renovation in suburbs was 4.03,which indicated that it was excellent.The satisfaction degree for farmland facility construction and industrial development was the highest,but the degree of satisfaction for road quality and ecological environment was the lowest,because the harmony between development and ecology was not well.Due to the differences in gender,age,education back ground,occupation and annual household income,the performance evaluation of vacant village renovation still had some deficiency.The overall renovation of vacant village in suburbs obviously reduced the vacant degree of villages,enhanced intensive land utilization,and improved the regional economic structure transforming primary industry into the balanced development among the primary,secondary and tertiary industries.
