摘要
随着我国经济建设的快速发展,城镇水厂建设成为城市基础建设中重要的部分。BOT模式建设和运营水厂缓解了政府财政投资难题,通过融资方式引进了先进的工艺技术和成熟的运营制度,它是我国水务市场运营的一种双赢的建设模式。BOT模式在投招标过程、建设期和运营期中会面临一些风险,应完善招投标全过程,实现公私双赢;完善建设准备工作,降低未知风险;完善运营管理制度,减少可控损失;完善建设法律法规,创造融资环境。
With the rapid development of China＇s economic construction, urban waterworks construction has become an important part of urban infrastructure.BOT modelsof the water plant on eonstruction and operation alleviate the government＇s finaneial investment problems, and introduce the advanccd technology and mature operating system through financing. So it is a win-win construction model in China＇s water market operation. This paper puts fbrward some risks of BOT mode in bidding process, construction and operaliou, and gives the corresponding suggestions.
