全面停伐背景下完善林业行政执法的路径分析

Path Analysis of Perfecting Forestry Administration Law Enforcement under the Background of Full Stop Commercial Logging Policy

全面停止天然林商业性采伐标志着我国林业从木材利用全面走向资源可持续发展,以木材利用为主体的林业法律体系也将随之发生重大改变与调整。运用层次分析法,在全面停伐背景下从执法依据、执法内容、执法力量和执法保障4个方面构建指标体系,测度分析影响林业行政执法的因素。结果表明:完善的重点有两方面,一是增加林业立法以执法有据,二是改革执法内容以执法有效。并据此提出完善林业行政执法的路径。

The full stop commercial logging policy marks China＇ s forestry from timber use to resource sustainable development, the use of wood as the main forestry legal system and with it will undergo major changes and adjustments. Under the back- ground of the full stop commercial logging policy using the analytic hierarchy process, we established the models on index of law enforcement basis, content of law enforcement, power of law enforcement and protection of law enforcement to analyze the influencing factors of forestry administrative law enforcement. There are two aspects to improve the focus, one is to increase the forestry law to enforce based, and the other is to reform the content of the forestry law to enforce valid. According to the results, the model proposed could improve the path of forestry administrative law enforcement.
