摘要
以人的城镇化为核心的新型城镇化发展,需要与之协调的职业教育和公民素养教育来提高农业转移人口的职业能力与市民素养;需要公平、有质量的基础教育保障其子女的受教育权利。然而,目前职业教育发展滞后,学前教育数量不足、质量不高,义务教育发展失衡,公民素养教育缺位等已在制约着新型城镇化的发展。因此,加强对农业转移人口的职业教育和培训、促进学前教育有质量的普及、均衡义务教育资源配置、大力发展以社区为平台的公民素养教育是新型城镇化进程中教育改革发展的重要路径。
The process of China' s current urbanization requires better vocational and civic educations for rural-urban migrants to enhance their professional abilities and their cultural awareness. It also requires a fair opportunity by which to ensure a high quality compulsory education for their children. These two requirements are closely coordinated with the roadmap of the new-type urbanization which highlights the people-oriented philosophy. However, the existing education system is problematic, due to its outdated vocational education, its inadequate and low-quality pre-school education, and its unbalanced compulsory education. Therefore, corresponding measures must be taken to strengthen the vocational education and training for rural-urban migrants, to vigorously develop communities as a platform of civic literacy education, to promote general access to a high-quality pre-school education, and to allocate balanced resources of compulsory education.
