摘要
在《2030年可持续发展议程》及"教育2030行动框架"下,职业技术教育与培训成为国际教育和社会发展的核心议题。UNESCO专门发布了《职业技术教育与培训战略》,以推进2030年相关发展愿景和目标的实现。在UNESCO《战略》框架下,全球职业技术教育与培训呈现新的发展趋势,具体表现在如下方面:在理念上,发展更加包容、开放、终身导向的职业教育;在目标上,从经济增长和社会公平转向全面的可持续发展导向;在路径上,发展包容性、综合性的职业教育政策体系;在模式上,实现职业技术教育与培训体系实施要素的全面革新与转型;在保障措施上,构建多方利益相关者广泛参与的开放性、参与性治理模式。
Technical and Vocational Education and Training (TVET) has become the core issue for social and education development under the "2030 Sustainable Development Agenda" and "2030 Education Action Framework". In order to realize the objectives of 2030, the UNESCO has issued the "TVET Development Strategy (2016-2021) ".Under the new UUNESCO strategy, the development of TVET in the world manifests the following new trends: in the aspect of view, to develop more inclusive, open and lifelong education; in the aspect of objective, to transform from economic development and social equity to comprehensive sustainable development; in the aspect of pathway, to develop inclusive and comprehensive policy system; in the aspect of model, to realize comprehensive revolution and transformation of TVET system and relative elements ; in the aspect of assurance, to build the open and participatory governance model participated by multi-stakeholders.
