京津冀生态安全一体化战略研究

Strategy Research on the Integration of Ecological Security of Beijing,Tianjin and Hebei

北京、天津和河北3个地区生态安全资源禀赋差异较大,在生态安全一体化发展进程中,三地的生态功能与生态格局需要统一规划。文章利用生态足迹分析方法,分析了2001~2013年间京津冀三地的生态承载力,并对京津冀三地生态综合情况进行评价,判断京津冀生态服务能力。结合京津冀生态一体化现状及存在的问题,利用SWOT战略分析,提出京津冀生态安全一体化战略选择,进而提出京津冀生态安全一体化政策建议:应建立协同管理机制,统一划定生态红线;加大政策扶持,在重点领域优先突破;重视生态系统科学研究,开展生态文明绿色实践;系统布局,谋划建设一批新兴工程。

These are some big differences among Beijing ,Tianjin and Hebei in the resource endowment of ecological security, so there should also be unified planning of ecological function and ecological pattern of the three places in the process of the integration of ecological security. This paper took ecological footprint analysis method to analyze the ecological bearing capacity of Beijing, Tianjin and Hebei in 2002~2013, to evaluate them with the ecological situation and ecological service capacity combined with the status and problems, and put forward the strategy selection and the policy recommendations by the analysis tool of SWOT. We should estabhsh a unified collaborative management mechanism, delineate the ecological red line; increase policy support and fulfill the breakthrough in key areas; carry out the green ecological civilization practice; blueprint the construction of a number of new projects.
