海港口岸登轮检验检疫安全查验模式的研究

Feasibility Study of the Model of Security Onboard Check on Harbor Port

引入风险分析的方法对海港口岸登轮检验检疫查验过程中涉及到的安全问题进行全面研究探讨,从人身安全、环境安全、场所安全、货物等财产安全、查验程序安全等方面发现识别安全风险隐患,有针对性地采取安全措施和防护措施,整合口岸各部门资源,便捷货物进出,为海港口岸在货物登轮检验检疫环节的安全管理提供科学实用的评估方法。在此基础上,提出了系统的安全保障措施,并制定了《海港口岸安全查验作业指导书》。

In our dissertation,we introduces the method of risk analysis,to research the security issues of board of inspection and quarantine process at seaport,finding and identifying all the safety danger including personal safety,environmental safety,workplace safety,property security especially goods,inspection safety and so on. Safety measures and protection measures should be taken pertinently,integrating resources of each department,making export-and-import more convenient,providing scientific and practical evaluation of safety management in board of inspection and quarantine process. Based on that we summarized the security measures systematically,and established seaport security inspection work instruction.
