参与式预算前期准备工作探究——基于中间投票人理论

Research of participatory budget preparation——Based on the median voter theory

随着地方政府民主改革的不断加深,参与式预算愈加引起民众的注意。财政民主是社会主义民主的重要组成部分,而参与式预算又是实现财政民主的重要途径。有效的运行参与式预算,可以形成良好的民主社会环境。参与式预算在各个方面均显示出了其推动作用,但其前期准备工作又在整个预算中起着更加重要的作用。因此本文着重研究了参与式预算前期准备工作中存在的一些问题,并且利用中间投票人理论,对参与式预算前期准备工作中的参与人的选取、项目库的组建、监督机制的建立进行分析,对完善参与式预算前期准备工作提出了一些建议。

With the deepening of local government democratic reform,participatory budgeting has increasingly attracted the attention of citizens. Fiscal democracy is an important part of socialist democracy,and participatory budget is an important way to achieve fiscal democracy. Effective run participatory budget can form good democratic society environment. while its preparatory work has played a more important role throughout the budget. Therefore,this paper focuses on some problems in the preparatory work of the participatory budgeting. In addition,the paper takes advantages of Median Voter Theory in order to analyze the selection of the participants,the formation of the project library and the establishment of the supervisory mechanism in the preparatory work of the participatory budgeting. Moreover,some suggestions have been put forward to improve the preparatory work for participatory budgeting.
