上海自贸区物流管理对皖江物流联动的启示——基于皖江城市带的建设历程

Lessons to Wanjiang Logistics Linkage from Shanghai FTZ——A Case Study of the Construction of Wanjian City Belt

皖江城市带与上海自贸区都位于长江沿岸,在地理位置、货物运输等方面具有相似性,因此上海自贸区在物流方面的管理经验对其有导向性和可复制意义。通过定性分析法研究了皖江物流近十年来在内河规模、货物吞吐量以及公路、水运货运量等方面的现状以及皖江物流联动与上海自贸区物流之间的联系,运用SWOT分析框架分析了皖江物流面临的优势、劣势、机会以及威胁,借鉴上海自贸区关于诚信通关、冷链物流、物流园建设以及负面清单制度等方面的成功经验,针对当前皖江物流联动的劣势,提出了简政放权、借力冷链物流发展农村电商、发展大型第三方物流企业、促进制造业与物流业联动发展、培养物流专业人才等方面的改进措施。

Both Shanghai FTZ and Wanjiang city belt are located along the Yangtze River, thus the Shanghai FTZ experience can serve as a guidance for the development of Wanjiang logistics linkage. This paper does a qualitative analysis of the status of Wanjiang logistics in terms of inland river transportation scale, cargo throughput, highway and waterway freight volume and other aspects, and explores the relationship between the Wanjiang logistics linkage and Shanghai free trade zone. SWOT analysis is applied to the study on the logistics advantages and disadvantages, opportunities and challenges. And based on the success of Shanghai FTZ in customs clearance, cold chain logistics, logistics park construction and negative list system, we suggest Wanjiang logistics linkage be improved by cultivating talents, developing large third-party logistics enterprises and rural logistics, and by connecting manufacturing and logistics industry.
