The Social Security Risk Assessment and Emergency Management practice in the Kyrgyz Gas Pipeline Project

以中吉天然气管道项目为背景,对吉尔吉斯社会安全形势进行了介绍和分析,重点阐述了吉尔吉斯天然气管道项目社会安全风险评估的方法、评估过程及结果,针对830中国驻吉国大使馆遭袭事件项目公司启动的社会安全应急管理方面的实践进行了介绍,对中国石油、中资企业在吉尔吉斯乃至海外类似工程社会安全风险评估及应急管理方面具有较好的借鉴意义。

This paper introduces and analyzes the social security situation of Kyrgyzstan based on the background of Kyrgyz Gas Pipeline Project,and then focuses on the methods,evaluation process and results of social safety risk assessment of Kyrgyz Gas Pipeline Project.Finally,the paper introduces the practice of the social security emergency management according to the Chinese Ambassador to Kyrgyzstan suffered a terrorist attack in 830.This paper can be taken as an good example for CNPC and Chinese-funded enterprises in social security risk assessment and emergency management of similar projects in Kyrgyz and overseas.
