Practice and enlightenment of prevention for the first flood of Yangtze River in 2017

2017年7月1日,长江1号洪水在中游形成,长江发生中游型大洪水。简要分析了长江1号洪水特点,从落实责任、迎汛准备、水雨情监测、会商部署、巡查防守、技术支撑等方面阐述了防洪应对措施,分析了长江上中游水库群联合调度的过程及成效,从强有力的组织领导、完善的防洪工程体系、狠抓责任落实、监测预报预警、联合防洪调度、巡查督导指导、团结协作配合等方面总结了夺取抗洪胜利的七条重要经验。

The first flood formed in the midstream of Yangtze River in July 1, 2017. This paper analyzes the features of the first flood briefly, and describes the defending measures from the aspects of responsibility implementation, preparation of flood prevention, monitoring of water and rain, consultation, patrol defense and technical support. It also analyzes the process and effect of reservoirs cooperation dispatch in the upper reaches of Yangtze River. Some vital experience are proposed from seven aspects of strong leadership, impeccable engineering system of flood prevention, responsibility implementation, monitoring and prediction, combined dispatching, supervision and patrol, solidarity and cooperation.
