The grain as fodder is designed to promote the cultivation, processing and storage of high quality silage fodder crops, and the development of the whole industry chain. This paper analyzes the particularity of grain change feeding and its development concept, policy, planting,processing, supply and utilization, and puts forward some corresponding countermeasures.
