摘要
本文以国家核安全局发布的有关紧固件质量事件的函件、通知为主线回顾了事件从线索、排查到处理的系列进程。基于事件处理过程中遇到的问题,从质量保证、设计、采购、制造、安装、不符合项管理、检查和试验、文件等要素出发,分析了加强紧固件质量管理的改进方向和改进措施。设计应明确紧固件分级和标记、减少规格型号等;采购应注重供方评价,限制最低竞价投标等。建议增加紧固件的复验环节。对按设备类进行管理的紧固件不建议归类为大宗材料,但仍需要进行复验。紧固件复验标准应兼顾不同堆型,除机械性能外不能忽视紧固件表面质量的复验。复验单位应具有一定的公信力或者受核安全法规约束。提出了建立专业的核工业紧固件供货和复验平台的构想。
