公共图书馆的职能之一是为公众提供公益性文化知识服务,对弱势群体也有提供信息服务的义务。文章从图书馆文化职能要求和弱势群体多元需求因素出发,阐述开展弱势群体公益服务的必要性,从服务渠道、模式和内容等方面分析图书馆弱势群体公益服务现状,并从创新思想、平台建设、技术革新、服务模式4个层面探讨构建公共图书馆发展弱势群体公益性延伸服务模式的实施路径。

One of the functions of public libraries is to provide the public with the knowledge of public welfare cultural services, and to provide information services for the disadvantaged groups. This article started from the culture function demand of libraries and diversified needs of disadvantaged groups, discussed the necessity of carrying out public services for disadvantaged groups, analyzed the current situation of disadvantaged groups from the aspects of service channels, service modes and contents of libraries, and discussed the implementation paths of constructing public welfare and extension service mode of public libraries towards disadvantaged groups from the aspects of idea innovation, platform construction, technology reform and service modes.
