环保视角下能源结构调整的现状问题及政策建议

The Current Situations and Policy Suggestions of Energy Structure Adjustment under the “New Normal”

随着我国经济进入新常态,能源结构调整的步伐加快,能源产业面临新的发展机遇和挑战,这一过程也给生态环境带来了新的压力和风险。从能源产业现状来看,非化石能源资源利用率低、天然气消费增长乏力,替代和减排作用不明显,很难在短期内解决由煤炭消耗带来的大气污染问题。通过分析存在相关问题的原因,提出了包括严格环境监管倒逼行业减排、强化区域战略环评作用和改革完善相关机制在内的政策建议。

As China＇ s economy has entered into the ＂new normal state＂, the pace of energy structural adjustment is accelerating and the energy industry is faced with new development opportunities and challenges, which bring new pressures and risks to the ecological environment. Due to the low utilization of non-fossil fuels and weak growth of natural gas consumption, the air pollution caused by coal consumption will linger in short term. By analyzing the reasons behind the problems, this paper puts forward some suggestions on industry emission reduction, including implementing strict enforcement of environment supervision, strengthening the regional strategic environmental assessment, and improving relevant mechanisms.
