“一带一路”项目环境调查规程研究

The Study on Environmental Survey Procedures of the Projects under the Belt and Road Initiatives

结合国内外经验和"一带一路"建设的现实需求,针对"一带一路"绿地投资、并购和对外承包三类项目分别研究,制定了环境调查技术路线。绿地投资一般要进行初步调查和专题详查两个阶段,完成环境调查报告;并购项目主要进行环境风险及投资风险评估;承包工程项目主要调查施工期环境问题和环保措施。结合中国企业在"一带一路"国家投资建设主要的铁路公路、港口、水电、火电、矿业、工业园区等行业,梳理了各类项目环境调查的要点,以期为中国企业在"一带一路"投资建设的项目提供可供参考和适用的环境管理工具。

Considering the domestic and foreign experience and the actual demands of ＂the Belt and Road＂ construction, this paper studies the environmental survey procedures for projects of greenfield investments, mergers and acquisitions, and contracted projects. The greenfield investment projects normally apply the preliminary and special elements investigation in two stages, and then complete the environmental survey report. The mergers and acquisitions projects focus on environmental risk and investment risk assessment. The contracted projects mainly survey the environmental problems and protection measures during the construction period. The paper also provides key points of environmental survey for the main industries engaged in ＂ the Belt and Road Initiative＂ such as railways and highways, ports, hydropower, thermal powers, mining, and industrial parks, in order to provide an environmental tool for some Chinese enterprises.
