环境政策混合治理框架下的企业减排行为

Enterprise's Emission Reduction Behavior in a Hybrid Framework of Environmental Policies

本文以碳排放交易、碳税、碳减排补贴三种环境政策为基础,构建了一种混合治理框架,以期探讨环境规制命令型政策与市场型政策相互影响下的激励效果。通过建立政府和减排企业间的三阶段博弈模型,给出了在混合治理框架下,企业减排技术投资、碳排放权拍卖、产量决策与三种环境规制政策之间的关系。研究结论显示:一是当碳减排补贴与碳排放交易混合使用时,碳排放交易市场的存在增强了碳减排补贴环境政策对减排企业的激励程度;二是碳税和碳排放交易的混合使用使得政府在确定碳排放权的最终出清价格时需要考虑碳税率的影响,比传统碳排放权拍卖市场的出清价格要低;三是政府制定的碳排放权总量不能过低,否则混合治理框架将失效。

The paper presents a hybrid governance framework based on carbon emissions trading,carbon tax and carbon subsidies in order to improve the incentive effects between commended environmental policies and marketed environmental policies.A three-stage game model between government and enterprises is established to describe the relations among enterprise＇s decision-making of emission reduction investment,emission reduction plan,production and government environmental policies.It shows that when carbon subsidies and carbon emissions trading work together,carbon emissions trading market can improve the incentive effect of carbon subsidies.Furthermore,the combination of carbon tax and carbon emissions trading makes the government to reduce carbon emissions prices.Finally,the total carbon emission quantities should be controlled,otherwise the hybrid governance framework would fail.
