中国公共行政学本土化研究:现状与路径

Indigenous Research of Chinese Public Administration: Current Situation and Path

中国已成为世界第二大经济体的事实,以及民族复兴和全面深化改革对公共行政理论的需求,都要求中国公共行政学加速推进本土化研究。通过比较分析和历史分析的方法,可以发现:第一,政治学等学科在美国、中国台湾地区的本土化历程为中国公共行政学本土化提供着有益借鉴;第二,中国公共行政学本土化深深扎根于中国公共行政学发展历史以及改革开放后恢复重建过程,其现状经受着诸多反思与批判;第三,新常态下国内外不同群体在中国国情认知上的差异,政府管理在评价反馈、包容性、利益矛盾方面呈现的特点,都要求将公共行政学本土化研究提上日程。为此,中国公共行政学界应当构建本土化理论体系,形成中国立场、提出中国观点、实现中国表达,结合全面深化改革的时代要求不断研究新问题,提炼发展新方法。

China has become the world's second-largest economic entity and to fulfill the task of national rejuvenation.All these factors force Chinese Public Administration to accelerate indigenization.The objective of this paper is to illustrate the necessity and possible strategies to advance indigenous research of Chinese public administration as a result of a series of changes in contemporary China.The paper uses comparative and historical analysis including comparison of indigenous research process of different disciplines,and description and introspection of history of Chinese public administration.The analysis based on original discussion on Chinese public administration and official data of national social science funding,reveals and clarifies important cognitions in three dimensions.First,The indigenous research of Politics,Management and the indigenous process of America and Taiwan of China are beneficial to Chinese Public Administration.Second,the indigenization is deeply rooted in the history and reconstruction of Chinese Public Administration after Reform and Opening.The current situation of indigenization experiences a variety of introspection and criticism.Third,different groups throughout the world have diverse perspectives about Chinese Conditions.Government management face features of evaluation feedback,containment,interest contradiction.All these need to set the indigenous research of Chinese Public Administration on the schedule.The theoretical analysis of Chinese public administration can assist scholars to develop indigenous research.Chinese Public Administration Academia should build indigenization theory system,to form Chinese stance,to present Chinese view,to realize Chinese expression,combining with the Comprehensive Deepening Reform,to seek new research problems,to develop new analytical methods and frameworks.Expanding on the previous research approach of Chinese public administration from the perspective of indigenous research,this study draws on the multi-approach to posit a series of dimensions that link the adoption of indigenous research of Chinese public administration to various profound changes in current China.This research also provides several feasible channels to demonstrate how indigenous research occurs and will be promoted.
