摘要
贫困已不再是简单的饥饿、吃饱饭的问题,而是一个综合性、复杂性的发展问题。从区域贫困来看,致贫的因素是多方面的。本文基于行动资源和行动机制的视角,构建了区域贫困治理逻辑分析框架,并运用面板数据模型,对中国省际"十一五"和"十二五"时期的数据进行实证分析。研究发现,自然资源和劳动力资源禀赋条件对减贫作用呈现明显的区域差异,自然资源禀赋条件仅在东部地区产生明显的减贫效果,劳动力资源禀赋条件也仅在中部地区产生积极的减贫作用;无论是不同的发展时期还是不同的地区,技术要素禀赋条件对区域减贫作用均较为理想;资本要素禀赋条件和制度质量的减贫异常化效应则比较明显;制度质量与自然资源、资本和劳动力要素禀赋条件交互作用,在一定程度上产生了积极的减贫效果。研究认为,在区域贫困治理过程中,应积极避免"资源诅咒"现象,着力提升制度供给质量,充分利用有效的制度杠杆撬动"资源福音"。
Poverty is no longer a simple problem of hungry or eating,but a comprehensive and complexity problem of development.In the sense of regional poverty,there are a variety of factors results in poverty.Based on the action resource and action mechanism,this paper constructs the logical analysis framework of regional poverty governance,and uses the panel data model to analyze the data of 31 provinces in China during the11th Five-Year Plan and the 12th Five-Year Plan period,study shows that the endowment of natural resources and labor resources present has obvious regional difference effects on poverty reduction.That the endowment of natural resources would contribute to poverty reduction only in the eastern region,while the endowment of Labor resources works only in the central region.The research also indicates that technology elements is always effective in the reduction of regional poverty despite the stage or the areas.That the effect of Capital factors and the system quality on poverty reduction is obviously abnormal.It's easy to find that system quality interaction with technology elements,natural resources,capital factors,labor force,except the endowments of technical factor,could certainly has a positive effect on poverty reduction.To sum up,'resource curse'phenomenon should be avoid,focus on improving the quality of system supply and make full use of effective system to get the'resources gospel'in the process of regional poverty governance.
