BT模式下高速公路机电工程风险管理

The Risk Management of Highway Electromechanical Engineering in BT Mode

高速公路机电工程项目正广泛采用政府和社会资本合作(Public-Private Partnership,PPP)、建设-经营-转让(Build-Operate-Transfer,BOT)和建设-转让(Build-Transfer,BT)等新型项目融资模式投资建设。以某市BT模式Z项目为案例,分析了经济风险、回款风险、管理风险和建设风险等4种风险类型;基于Z项目采取的风险应对措施提出了风险管控的一些建议;为今后参建类似的BT项目,进行风险管理时提供参考。

PPP（Public-Private Partnership）, BOT （Build-Operate-Transfer）, BT （Build-Transfer） and other new project financing modes are widely used in the investment and construction of highway electromechanical engineering projects. I.ooking at a BT project, the Z project, this paper analyzes the risks involved with the project in terms of the political risk, the economic risk, the cash back risk, the management risk and the engineering risk. It suggests some measures of risk control based on the experience gained in managing Z project which may be informative for other BT projects.
