人防工程建设定额体系和管理制度研究

Study on the Quota System and Management System of Civil Air Defense Projects

人防工程由于局部战争和自然灾害引发了人们的关注。从维系国家和社会民众的生命财产安全、国家安全、积极防灾减灾的角度加以考量,采用严格的设计标准与技术规范,选取科学的人防工程建设定额体系,使其充分体现出其优越之处,并在管理制度不断完善的条件下,使人防工程建设显现出较强的功能及作用。论文介绍了人防工程建设的定额体系发展历程,分析了其主要特征,并对其管理制度进行研究。

The civil air defense project has aroused people＇s attention with the local wars and natural disasters. We should consider from the life and property safety, national security, disaster prevention, we select strict design standards and technical specifications, scientific quota system of civil air defense construction, which fully embodies its superiority, and constantly improve the management system under the conditions, showing a strong function of the civil air defense engineering. This paper introduces the development process of civil air defense engineering quota system, analyzes its main features, and studies its management system.
