摘要
购买养老服务是我国政府应对人口老龄化危机的政策工具。建构政府购买养老服务制度,首先要厘清养老服务的基本属性,并据此分析制度对于政策目标实现的激励和约束。政府购买养老服务的内容应限于公共服务和准公共服务属性,并将长期照护服务纳入其中。当前与购买养老服务相配套的政府采购和资格评估等正式制度落后于现实需求。社会组织相关管理制度也存在缺位问题,特别是与购买服务中公共资金使用的公益性和社会组织非营利性相关的监管制度不足。因此,还应在政府购买养老服务的内容和属性、信息公开水平和相关社会组织的治理制度方面加以规范。
Purchase of aged care services is a policy tool for our government to respond to the aging crisis. The construction of the purchase service system must first clarify the basic attributes of aged care service, and analyze the incentive and restraint of the system. Purchase of aged care services should be limited to the contents of basic public services and quasi-public services, expecially focusing on long-term care services. The formal system of government procurement and qualification assessment system, which is currently in line with the purchase of aged care services, lags behind the institutional requirements.The management of social organizations and regulatory system of nonprofit and public property are insufficient. The improvement should be made in information disclosure level and regulatory of purchase service.
