The Research of Reform and Innovation in Cultural Administration System

文化管理体制的改革与创新,是维护国家文化安全,增强我国文化软实力的重要保障,为此,本文拟从指导原则和对策措施两方面着重予以探讨。在指导原则上,强调要积极稳妥、整体推进,解放思想、全面创新;在具体措施上,强调要加快政府职能转变与投融资体制的创新,以理顺政府与文化企事业单位的关系,充分调动文化工作者的积极性和创造性,促进文化事业的高度繁荣和文化产业的健康发展。

The reform and innovation in cultural administration system is an important guarantee to saf-eguard the national culture and enhance China’s cultural soft power. This thesis focuses on two aspects: guiding principles and measures in the reform and innovation. As for the guiding principles it stresses on the need for sustainability and integrated improvement, emancipated mind and comprehensive innovation. For the specific measures, it highlights the need to speed up the transformation of the government functions and the innovation of investment and financing systems, so as to rationalize the relationship between the government and cultural enterprises, stimulate the enthusiasm and creativity of cultural workers, and promote prosperity in cultural undertakings.
